'm kristen sze the military is bringing in help to restore power for victims of sandy. >>> from california to new york loaded with equipment and crews. let's look at pictures of devastation to homes and businesses on the new jersey shore overwhelming. millions of homes are without power. pg&e is helping to provide some of the equipment. the death toll is at least 70. people living in the damaged areas are going to need that help right away. it should arrive sometime this afternoon. katie marzullo is going to join news a moment. look at these live pictures. you can see so many homes have been devastated. the weather came up over the new jersey shore. people have a long way to go for recovery. >> reporter: the defense department says it is flying 17 aircraft from california to new york, that aircraft is loaded with power generation equipment that is going to help crews get the lights back. utility officials in new york say they are on track to get the power back in manhattan by saturday. wheels of recovery are turning slowly. look at the line for buses in brooklyn, six blocks long and growin

of business. it's happening in menlo park. we have a crew on the way. >>> now, to california's controversial contribution to the fight against climate change. businesses that can't meet the state's new cap on pollution can trade with those that can. the goal is to reduce global warming but the cap and trade program could translate big money to cash strapped california. nannette miranda has more from sacramento. >> reporter: in an e-mail like auction, california took bids for credits for industrial facilities like oil refineries. under the legislation, the credits from the cap and trade program allow businesses to emit a certain amount of greenhouse gases. it starts at $10 per metric ton. new approach aims to stabilize if not reduce the effects of global warming. >> we think today salmon utility al step forward for california and really a beacon of hope for the rest of the nation. >> the number of pollution credits could get more expensive as allowances become scarce. the goal is to have the same level of greenhouse gases at 2020. companies are forced to buy more credits. either way it costs

. >> my first thought was we are in california. i haven't seen carbon monoxide poisoning since i was medical student in chicago. >>reporter: the test showed the carbon monoxide in the patient system was abnormally high but just about the amount of a heavy smoker. then his wife said he didn't smoke. he believes the c o readings were a result of the good work by the paramedic. >> the fire department supplying oxygen to the patient so quickly and in such a high flow i think that's why the level was lower. >>reporter: after consulting with paramedic firefighters decided to go back to the hotel and test the ground for carbon monoxide. they isolated the c o in the hotel guest were evacuated. potentially bigger disaster was prevented. >> we are kind of like detectives. kind of like a real live quote episode of house or something. >>reporter: but neither doctor say they think of themselves as heroes. >> i'm just a small piece of big puzzle but glad that the diagnosis i made led to the safety of a lot of other people that potentially could have been seriously injured. >>reporter:

in the -- that the people of california can make sound judgments in the context of tens of thousands of fewer teachers, massive cuts in public education, thousands of courses in community colleges, eliminated. redevelopment eliminated, cutbacks. there's been a real effort at paring back state government. in that context, of three in cuts, i see why people -- of three dollars in cuts i see why people voted. it is a balanced plan, sustainable and i continue tend to do whatever i can in the next two years to make sure we meet the high expectations that the majority of californians, expressed last night. i'll take any questions. >> voters who might be wondering what their vote meant for prop 30? >> that was governor brown's news conference on the passage of prop 30 if you want to continue watching we are live streaming it on abc7news.com. >>> democrats in sacramento may have a favorable new political landscape the party is anticipating a super majority in the state senate and assembly allowing the party to push through increases and budgets without republican votes. >> here's a look at other propositions.
